This position is required to use and apply technical knowledge in civil, structural and pavement construction; developing, preparing, monitoring, and maintaining programs which will include design reviews for operation & maintenance purposes, inventory & condition assessment execution, and force protection for buildings analysis. This position is responsible for the development, refinement and quality assurance of the structural and pavement preventive maintenance program. This position will conduct studies, root cause, and economic analyses to determine the feasibility of renovation or modification versus new construction. The successful applicant will coordinate projects and other work requirements with contractors and engineers in a variety of disciplines and/or with architects. The successful applicant will ensure sound Health and Safety design is incorporated into all evaluations and plans. The successful applicant will work with organizational managers, budget personnel, and engineering/architectural authorities to develop and gain approval for proposed facility programs and projects. Using Computerized Maintenance Management Systems, the incumbent will facilitate and manage work requirements with contracted personnel to ensure completion and de-conflict any emerging complications.  GENERAL EXPERIENCE: 1.  Knowledge of construction inspection practices and procedures involved in the inspection of building materials workmanship, utilities, and the installation of systems, and the practical methods and techniques of engineering principles relating to complex construction practices and procedures.2.  Knowledge of electrical, mechanical, and structural aspects of major construction projects. 3.  Knowledge of inspection and safety practices and procedures in the construction industry.4.  Knowledge of engineering and architectural plans and specifications to read and interpret construction requirements.5.  Knowledge of construction trades, algebra, geometry, and trigonometry.6.  Ability to communicate effectively, both orally and in writing.OTHER SIGNIFICANT FACTS: 1.  Incumbent must hold, or be capable of obtaining an electrical skilled persons certificate within 6 months in the position.2. It is highly desired that the incumbent hold HNC/HND/BTEC, City and Guilds, NVQ level 3 or equivalent qualifications in an appropriate discipline, together with a minimum of three years’ work experience in the trade.3.  A valid driver’s license is required for this position, minimum Cat B.4.  Incumbent will be required to attend courses to keep up to date with new practices, materials and safety legislation.5.  May be required to wear personal protective equipment when performing on-site inspections.6.  Work may frequently require travel away from normal duty station.MEDICAL/SECURITY REQUIREMENTS: Security clearance  ImmunizationsPre-employment medical FOOD HANDLERSDefence Barring Service (DBS ) certificateHOURS OF DUTY:Monday – Friday 0800-1630 hours WHO CAN APPLY: Citizens of the U.K., Nationals of European Community (EC) Countries, and Commonwealth Citizens, other Foreign Nationals, and Stateless persons provided no restrictions have been imposed as a condition of continued residency in the UK.
