This role is a part of the Construction Design & Fit Out Team, working in the Transformation part of the Estates Directorate. The team is an important part of Building our Future Locations, a key transformation programme within HMRC. Building our Future Locations is responsible for transforming HMRC’s Estate, migrating from 170 offices into a much smaller network of Regional Centres and Specialist Sites. The post holder reports to the Deputy Director (DD) Estates Transformation Construction & Fit Out and manages the construction project delivery elements of the workstream. Role purpose: The Project Delivery Manager supports the Deputy Director for Construction & Fit Out in ensuring the smooth running and management of the delivery projects as a whole and is personally accountable for ensuring overall delivery of projects to time, cost and quality and line management of internal project managers. Responsibilities/Tasks: The Project Delivery G6 is responsible for: •Reviewing the Project Execution Plans produced by the SDP; actively monitoring and reviewing progress reports for the delivery of key milestones. •Contributing to the development of standard project documentation and specifications by the SDP alongside fellow HMRC CFO team members. •Agreeing and applying appropriate governance structures and assurance plans for the portfolio of projects. •Ensuring project contract documentation is completed by the SDP to HMRC requirements,including but not exclusively, RFP’s Employers Requirements, Reports, HSE status, Programme status, Terms of Appointment,Warranties, etc. •Overseeing the allocation of finance and resources to projects and assurance of payments to contractors or consultants etc. •Monitoring the SDP performance against the key project risks, issues and dependencies that threaten delivery, and seeking proposals from the other stakeholders initiating corrective actions, and as necessary escalating concerns to the DD Construction & fit-out as appropriate. •Managing and coordinating outputs for project stakeholders both internal and external consultants, contractors, suppliers and Strategic Delivery Partner. •Managing with the relevant stakeholders the soft landings and overall closure of the projects, and effective handover to users and of outstanding responsibilities, risks and issues to appropriate business owners. •Providing a single point of contact and line management as required of project managers on behalf of the DD Construction & fit-out. •Managing, coaching and mentoring the Project Managers etc. •Working in partnership with HMRC regional management teams, Workforce Management, Estates Services and CDIO (IT), and external stakeholders including Government Property Unit and Estates functions of other Government Departments. •Establishing high levels of team engagement and collaboration through effective team working and leadership. Accountabilities: Personally accountable to Deputy Director of Construction & Fit Out Services, in ensuring overall delivery of projects to time, cost and quality. Key interactions: • Deputy Director for Construction & Fit-out • Head of Design & Strategy • Strategic Delivery Partner • WSO including ETPM’s • Other delivery partners (legal, property and design) • Commercial Directorate • Building Specifications Manager G6 • Procurement Management G6 • Programme Management Office • Project Team Leads/members Performance Metrics: • Departmental Strategic Objectives • ESS Performance Hub & Metrics • Adherence to HMRC Leadership Behaviours • Champion and ensure effective delivery of PaceSetter Behaviours/Competencies/Skills: a) Academic/Professional Qualifications Degree qualified or equivalent in Project Management or construction related discipline Full member of either RICS/CIOB Recognised professional PPM or change management qualification desirable i.e. • PRINCE2 Practitioner • Managing Successful Programmes (MSP) Practitioner • APM Practitioner Qualification (APMPQ) • or equivalent proven practical experience Specialist knowledge and experience: Desirable: • Developing and delivering change in the public sector ideally central government. • In depth knowledge and application of HMRC Change Framework and/or appropriate project methodology, techniques and processes. • Delivery of projects utilising Government or BSRIA Soft Landings process. • Application of Pacesetter techniques & tools in practice. • Experience of working on projects using BIM level 2 or above. Important note: If the successful candidate is based in 100 Parliament Street,London they must meet the security requirements before they can be appointed.
