The Fraud Investigation Services (FIS) provides HMRC with an effective investigation arm to enforce the Department’s compliance policies. This enables the Department to deliver against the strategic responsibilities across all the taxes and duties it administers. Specifically you will be part of a specialist Proceeds of Crime Team supporting Civil and Criminal Operations from a financial perspective, aiming to ensure maximum recovery of criminal assets within the UK and overseas. Your responsibilities will include; Assisting operational teams on knocks and deployments dependent on your level of training; Gathering evidence on individuals and organised crime groups to both seek recovery of assets and enhance civil and criminal investigations; Identifying trends and typologies; Dissemination of financial intelligence to operational teams; Preparing cases for Court; Attending Court to give evidence, as well as obtaining Orders and Warrants; Building Financial profiles of suspects establishing assets and money flows; Investigation of money laundering offences; Investigating cash seizures through to forfeiture at Court; Recover the proceeds of crime via confiscation proceedings; Instigate restraint action to preserve criminal assets; Liaison with the NCA, CPS, police forces, Financial Institutions and other professionals; Analyse bank accounts and financial material; Working closely with the Tax Professionals, forensic accountants and insolvency professionals, to identify other methods of recovery of assets; Proactively manage team cases. The post holder will primarily be responsible for the recovery of criminal assets gained from criminal attacks on our tax systems including but not limited to excise fraud, Self-Assessment fraud, PAYE fraud, VAT fraud and money laundering offences. The post holder will also gather intelligence and evidence to progress and enhance civil and criminal investigations in tandem with the recovery of criminal assets. The role may also include managing and leading a team of investigators. There will be appearances in court and you will be required to make and be accountable for decisions and activities within the criminal justice system. These will also be subject to scrutiny and inspection by external authorities Due to the demanding and dynamic working environment you will be expected to work longer hours from time to time, at weekends, and outside normal office hours. You will be paid an annual attendance allowance in respect of the required flexibility (please see below for details). You may also be required to work away from home on occasions. The successful applicant may be required to move office when the respective Regional Centre opens. Person specification• National Crime Agency training in Financial Investigation and Restraint and Confiscation, with experience of conducting Restraint applications and subsequent Confiscation investigations, under the Proceeds of Crime Act. Or • Police Scotland Financial Investigation Course and management of confiscation cases that have been taken to full proof. Or • Experience of conducting Chapter 2 Part 5 POCA civil recovery proceedings And • Knowledge and understanding of criminal justice procedures including the Regulation of Investigatory Powers Act (RIPA), the Police Act 1997, Criminal Procedures and Investigations Act (CPIA) and the Police and Criminal Evidence Act (PACE).QualificationsNational Crime Agency training as a Confiscator or Police Scotland Financial training with confiscation management.
