Forestry Commission England’s Forest Services are the Government’s forestry experts responsible for enabling landowners and managers, businesses, civil society organisations, and local communities (the "forestry sector") to protect, improve and expand England's woodlands.  It achieves this through regulation, incentives and advice. The Strategic Development team is responsible for driving changes from development to implementation and for providing Forest Services analytical, business performance management, business planning, development and communications capacity.  The role holder will report to the Strategic Development team manager. Purpose of the job  To plan and deliver Forest Services’ transition to fit-for-purpose new arrangements, including - Transition to new IT services provision (working closely with the IT Technical transition lead);- Transfer of Forest Services web content to ‘GOV.UK’;- Transfer of GB functions following full devolution of forestry in Scotland;- EU Exit work (initial phase).- Ensuring business continuity throughout transition. You will be expected to gain a rapid understanding of the rationale behind, and the context of those changes, in Forestry Commission, Defra (Department for Environment, Food and Rural Affairs), and wider government. You will be expected to show initiative and to work autonomously, and to establish excellent working relationships with senior staff and change managers across Forestry Commission and Defra. Key work areas Produce and manage a transition plan for Forest Services, including key milestones and decisions to support delivery (this includes contingency planning and management). Manage risks, assumptions, issues, and dependencies via a RAID (risks, assumptions, issues and decisions) log. Take ownership of transition activities as agreed with Strategic Development Team Manager, and monitor progress of actions owned by others, identifying and removing blockers when necessary. Escalate blockers that cannot be solved and issues likely to have an impact on agreed milestones or to undermine project assumptions. Actively engage with and secure input from Forestry Commission relevant experts to: •Identify business requirements and assess fit/gaps with future service provision/setup proposals;•Assess suitability of deliverables and solutions (this includes identifying, planning and delivering assessment and testing activities) Identify possible synergies and ensure alignment with Defra strategic projects. Produce and deliver a plan for internal and external transition communications, drawing on the expertise of the Forest Services communications team. Identify, plan and monitor resource and expenditure required to support delivery. Represent Forest Services on the relevant transition forums, ensuring timelines and key activities are aligned and key issues identified. Report and make recommendations to Forest Services and Forestry Commission England governance forums. Person Specification Experience/Professional and Technical Expertise Essential•Qualification or significant experience in project management and delivery.•Experience in managing or delivering organisational change.•Successful delivery of multiple concurrent deliverables. •Experience of delivering projects in a challenging environment. •Excellent interpersonal skills, and experience of working with a broad range of internal and external stakeholders. •Excellent verbal and written presentation skills. Desirable•Experience of corporate services delivery.•Experience of IT projects delivery. Seeing the big picture •Be alert to emerging issues and trends which might impact or benefit own and team’s work.•Ensure own area/teams activities are aligned to Departmental priorities. Making effective decisions •Explore different options outlining costs, benefits, risks and potential responses to each.•Invite challenge and where appropriate involve others in decisions making to help build engagement and present robust recommendations. Collaborating and partnering •Establish relationships with a range of stakeholders to support delivery of business outcomes.•Encourage collaborative team working within own team and across the Department. Delivering at pace •Successfully manage, support and stretch self and team to deliver agreed goals and objectives.•Regularly monitor own and team’s work against milestones or targets and act promptly to keep work on track and maintain performance. For further information and details of how to apply please visit the Civil Service Website.
