Commissioning Policy Manager – Commissioning Policy Group.An opportunity has arisen to appoint Senior Policy Manager to be a part of the Planning and Integration Unit within the Commissioning Policy Group, part of the Strategy and Innovation Directorate.NHS England’s Commissioning Policy Group has a wide and varied portfolio of work that covers the majority of NHS England’s commissioning functions. The work includes some significant ‘set pieces’ across the Planning and Integration Unit, the Contracts and Incentives Unit, the Commissioning Policy Unit, and the Mandate, Partnerships and Assurance Unit, such as: development and publication of the NHS Planning Framework and Guidance on behalf of NHS England; developing and implementing policy relating to the devolution and co-commissioning programmes; setting NHS England policy on overseas visitor charging; developing policy to transform the commissioning landscape; setting policy for delivering NHS England’s commissioning strategy; providing the secretariat for the Commissioning Committee; continuous development of the NHS Standard Contract; and design and delivery of NHS incentive schemes; Annual mandate negotiations and maintain organisational relationships to ensure that our accountability and mandate work supports the Five Year Forward ViewThe post-holder will:• be responsible for delivery of a clear and agreed portfolio of work in one of the three units;• work closely with colleagues across the wider group, directorate and organisation, particularly Operations &Information Directorate, Analytical Services, Strategic Finance and Legal Services;• develop and hone effective and supportive relationships with key policy leads across NHS England, particularly around priority programme areas such as Cancer and Mental Health;• work effectively and professionally with external partner organisations, such as NHS Clinical Commissioners, CCGs, NHS Improvement, Department of Health and the Local Government Association as well as the wider NHS;• have established policy development and project management skills, so that they can drive the strategic development of their work portfolio;• draft papers and documents to support development and reflect agreed policy positions, providing clear advice and information to colleagues within the organisation, across the wider system and the general public;• have experience of working with and within regulations and legal frameworks, and developing proposals for their refinement;• communicate complex information to a wide range of internal and external stakeholders; and• welcome a role which offers development opportunities and flexibility to evolve in role, taking on new and changed responsibilities over time.In addition, the post- holder will define current processes, facilitate discussions and advise colleagues as to how best practice might be adopted in the definition of future processes, document those processes as they are agreed and oversee their delivery.This advert closes on Sunday 19 Nov 2017 View full job description
