Control of Contractors Officer - UK Defence Academy37 hours per weekShrivenham£20,000-£22,000 per annumThe Serco Contractor Control Officer shall be responsible for supporting the day-to-day running of services provided by the Contractor Control Office at the MoD’s Defence Academy site (Shrivenham).  The purpose of this Office is to check (prior to works start-up & completion) that all types of contractors carrying out works at the Defence Academy are competent to do so; from a health, safety and environmental management perspective. Main responsibilities:The Serco contract at the Defence Academy provides a range of services to the MoD customer, including; Estates Facilities Management, Information Technology, Admin Services & Library Services. Services provided by the Estates Facilities Management function are frequently provisioned by sub-contractors (working on behalf of Serco) and therefore Serco is required to fulfil its Duty of Care regarding the health, safety and wellbeing of the employees working for these sub-contractors whilst onsite. Typically, fulfilment of this Duty is achieved via the two key below activities;Pre-works suitability assessment of sub-contractor H&S arrangements, including; risk assessment, method statements, employee competences & insurances.Sampling of sub-contractor services (at the point of work), to ensure works are carried out in accordance with delivery requirements and pre-advised H&S arrangements.      The Contractor Control Officer will be part of the team of staff responsible for assessing and checking in-house & sub-contractor arrangements and shall report to the Contractor Control Office (CCO) Manager. CCO services will be required during normal business hours (i.e. 8am – 5 pm, Mon to Fri), however on rare occasion services may be required at the weekend. Further duties regarding this role include;Co-ordinate the daily CCO services, including (for example) pre-booking of arrival to site by sub-contractor employees, using a shared calendar providing visibility of pre-scheduled visits.Provide all sub-contractor employees with site safety brief, including reference to pre-existing related information, such as Building Hazard Registers.Be able to account for sub-contractor employees working onsite at all times, including knowledge of their expected working location.  Assist Serco Estates and ICT staff with pre-booking of sub-contractor employee site arrival requirements, such as; form/calendar completion and initial suitability checking of RAMS, competency and insurance documentation.Maintain the database repository of previously supplied sub-contractor documentation, i.e. RAMS, competency and insurance certification.Provide guidance to non-Serco persons at the Defence Academy, who are required to follow CCO process & procedure. For example, liaise with these persons (when necessary) in a professional manner to guide them on their completion of activity requirements defined within CCO process and procedure.  When necessary (following established process & procedure) ensure unsuitable sub-contractor H&S documentation is rejected, prior to their arrival to site.Comply with all relevant Health and Safety procedures, ensuring the requirements of the Health and Safety at Work Act and Environmental Legislation are met at all times and associated records maintained.Carryout process & procedure for the quality sampling of sub-contractor works completion. This requires the Contractor Control Officer to physically check that sub-contractor works are being completed in accordance with the arrangements pre-defined (and supplied) by themselves, e.g. verifying that information detailed within RAMS are being delivered against.  Comply with (and make use of) all associated Serco Group H&S governance, e.g. the Serco H&S Management System (SMS) information.Report (and investigate) accidents, incidents and near misses involving sub-contractor employees, using Serco’s accident reporting system – known as ASSURE.    Support and complete (when necessary) the completion of Planned General Inspections (PGI’s) within the workplace.At the direction of the CCO Manager, provide CCO function performance results, such as volumes of sub-contractors processed (and rejected) by the CCO each month.Upon daily arrival of sub-contractor employees to the CCO; verify knowledge of pre-advised H&S arrangements, such as those contained within previously provided RAMS and competency documentation. When knowledge verification is inadequate the Contractor Control Officer will be responsible for suspending ongoing works completion, until satisfactory knowledge of arrangements are confirmed.   Ensure that all sub-contractor employees are provided with (and kept in date of) an annual H&S site induction.Support with the completion of any internal and or external audit, reviewing service delivery performed by the CCO function.Skills and experience:Experience of working within a similar sub-contractor control environment.Working knowledge of legal responsibilities regarding duties for those in control of premises and sub-contractors, as contained within the Health & Safety at Work Act.Knowledge of MoD safety arrangements, such as those contained within applicable Joint Service Publications.Qualified (or working towards completion of) Occupational Health & Safety level 3 NEBOSH, or alternative equivalent.Able to establish positive working relationships with all types of persons, including; team colleagues, senior customer personnel and sub-contractor lead representatives.Practical experience of working within a site Estates Facilities Management function.The ability to anticipate and understand the customer needs both internally and externally, to be responsive and keep commitments whilst providing excellent customer service.On occasion we receive significantly more applicants than expected for some vacancies and under such circumstances we reserve the right to bring forward the closing date of the advertisement.
