   Job Description Section/Service: Extra CareDepartment: Older AdultsJob Title: Deputy Manager  The Extra Care Service The Extra Care Services range from 34 self-contained apartments to 60 apartments; all apartments have a private balcony or private ground floor terrace and have communal facilities e.g. lounges, meeting areas, dining room etc. for all customers. Included in the service is a fully equipped main kitchen. The apartments allow older people to live independently in the security and privacy of their own home, with additional on-site facilities and in the knowledge that Optalis provide a 24x7x365 days presence and personal care service. To provide person centred quality care and support to older or vulnerable adults living in our Extra Care Services. To ensure all customers have safe and enjoyable lives, supporting their independence with choice and dignity. To provide customers with the opportunity of a full and active life by supporting them to maintain and/or enhance their quality of life with the assurance of providing personal care when required which can include; medication, personal hygiene, assisting with meals, domestics etc. To provide a responsive and emergency service to all customers living in the Extra Care Service. To provide care that meets the Fundamental Standards of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, ensuring the service meets all the KLOE’s (Safe, Effective, Caring, Responsive, Well-led). To manage the service site in accordance with the Health and Safety at Work Act 1974 and co-operate with Optalis Policies and Procedures to enable the Company to comply with its duties under the CQC Regulations 2009 and statutory health and safety provisions. The personal care service provided is a regulated service, registered with the Care Quality Commission (CQC) who regularly monitors the care being delivered.Primary Purpose of RoleTo support the Registered Manager in the daily running and management of the Extra Care Service. Ensuring the service is compliant and remains compliant in all relevant regulatory requirements e.g. CQC Regulations 2009, Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 etc. establishing, supporting and delivering quality measures to enhance the staff practice, culture and service provided.Contributing to and delivering the Business Plan; including care management, staff management, managing revenue and expenditure, efficient and effective rota management, assessing customers to ensure the service can meet their individual requirements.To be responsible for leading the senior team in creating and updating accurate  careperson centred plans for each individual customer. To carry out accurate and regular auditing activities, leading, strengthening and developing the staff to produce accurate and knowledgeable recording practices e.g. in critical functions like medication administration andmanagement.To be responsible for the health and safety of all customers and staff in the service. Completing accurate and relevant risk and impact assessments.The Deputy Manager plays a key role within the service so the best possible person centred care is delivered and is the source of support, information and guidance for the staff team, external partners/professionals and customers.Main Duties and ResponsibilitiesContributing to, and delivering the Business Plan; including care management, staff management, managing revenue and expenditure, efficient and effective rota management to minimise agency utilisation, assessing customers to ensure Optalis can meet their care requirements in accordance with our regulation. Promoting the Optalisservice.Ensuring the service is compliant and remains compliant in accordance to the CQC Regulations 2009 and Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 and the Health and Safety at Work Act1974.Ensuring the smooth operation of the service in accordance with Optalis policies and procedures, CQC Compliance, and other legislation directly affecting the Service and itscustomers.Driving a robust, meaningful and effective consultative process with professionals, customers and families to ensure the appropriate care and support is delivered for each individual customer, meeting the individual outcomes and evaluating the performance and benefits of the service against thoseoutcomes.Management of agreed income and expenditure figures both for Optalis and individual customers. Managing the budget and Key Performance Indicators (KPI) as agreed per financial year. Growing/commissioning services as they develop with each customer in theservice.Ensuring the efficient and effective deployment of staff within the service, maintaining a safe environment whilst delivering all of the service’s care commitment.Deputising for the Registered Manager in their absence with regards to CQC and all aspects of managing theservice.Maintaining confidentiality in line with the Data Protection Act1998.Responsible for the completing of monthly communication, health and safety information, care and staff information, invoicing, payroll etc. in a timely manner to meet head officerequirements.Manage the senior team to ensure the safe and efficient delivery of the service objectives andcompliance.To manage more than one service when required, either as services grow or in the absence ofpeers.Accountable for agreed targets and delegatedresponsibilities.Person Specification D – Desirable, E- EssentialQualifications/Education/Training/Knowledge:D/EKnowledge of CQC regulationsEProfessional qualification e.g. NVQ4 or equivalentEManagement qualification (Leadership training & Development)EKnowledge managing budgetsEKnowledge of legislation, Health and Safety, policies/proceduresEExperience Must have significant experience of managing/supervising in a health /social care provider servicesEExperience with report writing, producing risk assessments, producing procedures, project work and service development.EProven experience in managing delegated budgets, the ability to support the Registered Service Manager to ensure budgets remain within agreed levels and resourcesEExperience in providing personalised care to vulnerable adults with changing needs and varying health conditionsESubstantial knowledge, experience and skill in working in Older People ServicesEExperienced and knowledgeable in staff supervision and managementESkills and Abilities Provide leadership, motivate and managing staff.EMake non-routine and complex judgements and decisionsEPlan work and time for self and othersEMotivate self and othersEProblem solving and negotiation skills.EAbility to produce well-written and well-researched reports/documentation.EAbility to manage stress and resolve conflict.EManage self and represent service in formal settings.EPresent and communicate clearlyEComputer literate and ability to use MS Office Suite (Word/Excel)EUnderstand principles of and managing change both for customers and staffEOrganisational skills – problem solving – rotas – timetablesEMaintain & develop Community Links/PartnershipsDPersonal QualitiesDemonstrate good understanding of equal opportunities in the context of service delivery and employment of staff.EPositive can-do attitude.EAbility to multi-task and be flexible.
