JOB DESCRIPTIONJOB TITLE:Development ManagerDEPARTMENT:Property ServicesPOST NO:MHA345RESPONSIBLE TO:Head of DevelopmentRESPONSIBLE FOR:Project Managers x 3SALARY:Band 9.3 £39,750(new employees will be appointed onto 95% or 100% of this depending on experience until successful completion of probation)HOURS:37 hours per weekBASED AT:Mamhilad, MonmouthshireDATE LAST REVIEWED:April 2018MAIN PURPOSE: To support the delivery of MHA’sHousing Development aims as stated within the Corporate Plan, Asset Management Strategy and Development Policy:Support and report to the Head of Development.To deputise for the Head of Development including full supervision of the whole team during times of absence.To support the Head of Development, including identifying and realising newdevelopment opportunities and funding streams using appropriate procurement methods and effective contract and project management.Effective operational management of the project managers to ensure effective delivery of new schemes.To manage and support the professional development of surveyors, project managers, trainee / graduate trainee surveyors to enable them to become proficient development surveyors / project managers. Provision of advice, informationand reports to the Head of Development or Director of Property Services in preparation for same on to The Board, Committees and Senior Management Team in connection with this role.ACCOUNTABILITIES:STRATEGIC: Support the Head of Development with the strategic direction of travel and service planning process for the Development team. Contribute to the effective management and delivery of MHA’s development programme in accordance with the aims set out in the Corporate Plan and the Affordable Housing Development Strategy; to ensure delivery of development projects on time, to budget and to good quality standards  SERVICE: Contribute to the development and implementation of a performance management culture that exceeds regulatory and statutory obligations. Develop and implement service standards, aims, policies, strategies and targets to support the implementation of the MHA business plan.Effectively manage and deliver MHA’s development programme in accordance with the aims set out in the Corporate Plan, AMS and the Development Ppolicy; to liaise with funders and partners in order to secure as much funding from the various streams available.Accountable for the cycle of delivery of new build schemes from concept through to occupation and defectsLAND & DEVELOPMENT: Identify and evaluate new development opportunities that meet local housingneed and the Association’s objectives; to assess the financial viability of prospectiveschemes; to complete deals to acquire land; to utilise, control and monitor the appropriate procurement and tendering processes to deliver new housing to good quality standards.LEADING THE TEAM: Recruit, lead, develop, motivate, and support service and project teams that gives the highest possible standards of service to internal and external customers and stakeholders; and to carry out appraisals, one to one supervisions, performance management, and training and development.Ensure effective contract and project management to achieve required outcomes.VALUE FOR MONEY: Negotiate with contractors, developers, agents and Local Authorities to deliver planning conditions and permissions, contracts, build programmes and prices that represent value for money to MHA and are in line with Financial Regulations and Standing Orders.RELATIONSHIPS: Liaise with Local Authorities and the Welsh Government and other funders to align all development opportunities with funding streams, including the management of Section 106 agreements.STAKEHOLDERS & REPORTING: Prepare reports and supporting information for Head of Service, Director, SMT and the various Boards and attend meetings when required;
