We are responsible for England’s environment, our countryside and rural economy, the food and farming sectors and have lead responsibility for protection from a wide range of natural threats and hazards. This is an exciting period to work in Defra. We have a significant international and European agenda, with as much as 80% of our work impacting across borders. And, further to the vote to leave the EU, we will need to communicate with all of Defra’s sectors and stakeholders, along with the wider public, to shape plans that will deliver genuine and lasting change for food, farming, fishing and the environment once we are outside the EU. We are looking for an SIO to join the Defra External Affairs Team, working to develop integrated engagement strategies to deliver communications activity around EU Exit. This will include developing and delivering communications around primary and secondary legislation required ahead of our exit, utilising new partnerships to reach our target audiences. This is a strategic priority cutting across the whole of Defra and the wider Defra group organisations. The External Affairs Team in Defra sits at the heart of the wider Communications Group, working closely with communication leads in our main arms length bodies plus press, internal and digital teams to drive and deliver the department’s key priorities. Our team is ambitious about what communications can achieve and believe in its power to challenge perceptions, change behaviour, build partnerships and make a social and economic difference. The Strategic Communications Team in Defra sits at the heart of the wider Communications Group, working closely with communication leads in our main arms length bodies plus press, internal and digital teams to drive and deliver the department’s key priorities. By joining the team you would have exposure to the full communications mix: the opportunity to work closely with policy teams, other government departments and a range of external partners to find new and fresh ways of reaching target audiences. The successful candidate will have a proven track record in delivering effective communications, experience of building strong working relationships, will show a strong strategic ability and a belief in the difference effective communications can make. Some UK travel will be required, with regular working days in London (approx. two-three days a week). In this role you will: • Help to develop Defra’s External Affairs strategy to deliver the communications priorities across the EU Exit programme. • Build effective and resilient relationships with businesses and industry and sector organisations which have the greatest reach and influence with our priority audiences. • Contribute to the development and delivery of integrated communication and engagement strategies to deliver the department’s policies. • Activity management of an External Affairs Officer (IO) • Build key relationships across the organisation (including policy teams, Ministers’ private offices, press office and communications contacts across the Defra group and in other government departments). • Assess the effectiveness of our communications to key audiences, which will help to inform current and future engagement strategies. • Establish and embed common engagement principles and best practice to improve the quality of stakeholder engagement across the Defra group. Personal qualities and skills required: • A strong track record in external affairs, government relations and/or stakeholder engagement. • Strong influencing skills, complemented by the ability to prioritise and manage competing demands. • Proven experience in channel management and stakeholder engagement, including experience working across communication platforms such as digital, PR, marketing, partnerships and events. • Experience of using analytics and digital insight to improve stakeholder engagement. • A track record of working collaboratively with policy colleagues, other government departments and multiple external partners, at all levels, to deliver integrated communications. • Excellent planning, management and organisational ability. • The ability to work well, individually and with teams, under pressure to manage multiple priorities against tight deadlines.  View full job description
