We are currently recruiting for a Franchise Change Manager on behalf of our transportation client based in Leeds. This is an exciting opportunity to join a growing organisation which will transform tranport across the North. This is a 2 years fixed term contract opportunity. In this role you would be Responsible for supporting the development and negotiation of major contract changes and managing selected contract changes for both the Northern and TransPennine Express franchises on behalf of Department for Transport (DfT) and Rail North. Role Responsibilities: * In collaboration with franchises, partners and external advisors, support all major contract change transactions, including operational and cost changes that have the potential to impact revenue streams. * Diligently support the management of risk on all major change transactions in the interests of the Secretary of State and Rail North to ensure optimal outputs are maximised and protected, and costs/risks minimised. * Assure and risk manage the change delivery programme. For schemes relating to the Secretary of State's Risk Assumptions (SoSRAs) identified in both Franchise Agreements, support the effective development of business cases to inform major contract changes, commercial negotiations and necessary legal changes to the Franchise Agreement and franchise Financial Models. * In collaboration with the franchisees, support the development and enhancement of technical solutions, risk mitigation and financial impacts. Support the successful negotiation of Changes to contractual obligations, ensuring outcomes are consistent with affordability constraints, represent value for money and are in taxpayers and passengers interests. * Support the successful delivery of a robust commercial and legal evaluation of Franchisee proposals. * Advise Ministers, DfT Board members, and Rail Executive Directors on matters relating to the commercial relationship/contractual delivery including supporting the Ministerial team in its parliamentary business. * Utilise broad knowledge of negotiating commercial contracts as well as contracted franchise delivery. * Help deliver Rail North's specified changes to contracts, including developing fully costed and funded changes to service specifications and fares. * Ensure the businesses emerging strategic objectives are supported through the major contract change process. * Monitor changes in ITT Infrastructure Assumptions arising from Network Rail's revised CP5 Enhancement Delivery Plans - including any changes to TSRs. Support the effective management of long term commercial relationships with Board level members of the Train Operating Company (TOCs). * Build effective working relationships with specialist teams, including: rail industry partners, including Network Rail, Office of Road and Rail, Rail North member authorities and Train Operating Companies to develop a comprehensive understanding of and specification for contract changes. * Report and inform key stakeholders of franchise change activity, including influencing Ministers through briefing them on matters arising. * Ensure relevant key stakeholders are regularly appraised of project progress and activities and that they receive information promptly when required to meet their requirements. * Measure, understand and respond to regular internal and external stakeholder feedback. * Use feedback to continuously improve service quality.
