It is a customer focused organisation providing passports for British citizens and passport verification services. Through the General Register Office (GRO), it also oversees the system of civil registration in England and Wales, including births, adoptions, civil partnerships, marriages and deaths. HMPO employs around 4,700 people, interacts with 7 million customers per year and delivers its civil registration functions in partnership with a range of government departments and the 174 local authorities who provide the service directly to their local community. Strategy and Change: BackgroundStrategy & Change (S&C) is a fast-paced and dynamic team at the heart of HMPO. It defines the organisation’s strategy, business design and delivery plans as well as delivering a variety of major change projects to implement these. We work closely with our colleagues in Operations and Customer Services to deliver a comprehensive approach to change internally. We work in collaboration with others, especially the wider Home Office, Government Digital Services, in particular focusing on Digital and Agile Project Delivery. This role is for a Technical Architect within the Strategy and Change Directorate of Her Majesty’s Passport Office. This is a fast paced and dynamic team, at the heart of project delivery for Her Majesty’s Passport Office. The ideal candidate will be a strong team player with the ability to think strategically and work at pace with a high degree of autonomy to drive progress. Primary PurposeEach will have a different focus, one on the over-arching enterprise architecture and the co-ordination of the team and processes to ensure an effectively functioning service. The other will focus more on designing technical services which project or programme needs.• To measure the value of the efforts of the IT Architecture function in a neutral manner and present those measures at appropriate times to stakeholders within the enterprise to earn buy in for the function and the funding it requires. • To create, refine, and oversee execution of the internal processes of the IT Architecture function, including documenting processes, building support for points of interaction, and ensuring the deliverables match the expectations and timing needed by internal partners and stakeholders. • To co-ordinate the team members of the IT Architecture function effectively.  This includes hiring staff, defining work packages, and quality assuring delivery. • To manage the assignment of resources to necessary priorities within the enterprise to meet conflicting strategic needs, and shielding the team members from being pulled out of role. • To act as an evangelist for the role of IT Architect within HMPO, working to build support for the function and its staff members among internal partners.• To establish strong working relationships with the Business Design Authority.Key Responsibilities:• To develop and maintain the Architecture Kanban Board (in Jira) that identifies and prioritises key architecture work packages. • Content Editor for IT Architecture Collaboration space (Confluence) ensuring architecture standards and guidance are published, communicated and maintained.• Development of architectural models and viewpoints for HMPO’s strategic architecture.• Provide advice and guidance to Porfolios (Delivery managers, Developers, Product Managers).• Design technical services or plan system integration, selecting necessary platforms and technologies to meet project requirements and user needs.• Provide technical leadership and consultancy to both internal and external development teams, ensuring infrastructure is fit for purpose, whilst meeting time and budget restraints. • Build and maintain technical roadmaps, looking ahead for future opportunities or blockers, and ensuring decisions by development teams align with the strategy. • Encourage communication across multiple development teams to identify strategic requirements and dependencies. • Enable a positive technical culture, applying agile methods to development and completing quality assurance practices. • Help enable the reuse of patterns, tools, and components across the whole government service landscape. Note: An employee may be required to carry out other duties within the scope of the grade and within the limits of their skill, competence and training.
