Job descriptionBackgroundThe Estates Cluster hosted by the Ministry of Justice (MOJ) brings together as members, the MoJ, Home Office (HO), Crown Prosecution Service (CPS) and the Department for Education (DfE) cluster incorporating Department for Communities & Local Government (DCLG) and legacy Department for Energy & Climate Change estate.  This Cluster also provides estate expertise to affiliated partners, namely; The Attorney General’s Office, Government Legal Department (GLD) – previously known as The Treasury Solicitor’s Department, The Serious Fraud Office, The National Archives, The National Crime Agency and The Office for National Statistics.  The Cluster forms one of the biggest of its kind in Whitehall consisting of around 1,000 properties nationally with an FM spend of £100m per annum; a trail blazer for future clusters and the one Public Estate Agenda.  Purpose of the roleThe role is the strategic lead and accountable for: The operational and tactical delivery of Hard and Soft FM services to the MOJ shared estates cluster across a UK wide or a geographical region.Key business interfaces and front line customer and stakeholder management at a Senior or Managing Director level.Operational supplier management of all Hard and Soft FM contractors across a UK wide or a geographical region.Demand challenge, validation and authorisation of any reactive or project spend associated with the delivery of services. Role DimensionsOversight of supplier management of the Hard and Soft Services contracts with over £50m per annum and projects at £3–5m per annum.Reports to FM Director or Head of Operations as appropriate.Leads a team of circa 8 people, with circa 3 as direct reportsManagement of circa 500 multi-occupied properties across a discrete geographical region.Management of the demand challenge for a delegated budget of circa £10m per annum.  Tasks / accountabilities / responsibilitiesManaging the Estate Act as a key member of the FM Client Unit Leadership team and deputise for the FM Director / Head of Operations as required.Manage the provision of reactive and planned maintenance and projects to ensure health and safety, business resilience and fit for purpose accommodation to meet individual business and customer requirements.Work with the Hard and Soft Technical team and the Management Information and Reporting team to leverage knowledge from the transactional data into any improvement in processes, specifications or services.Proactively manage the portfolio to minimise service failures and maximise value for money.Ensure that service delivery for the Region is managed, monitored and reported in an accurate and timely manner.Make strategic decisions about business maintenance based on audits of service delivery.Actively participate in the FM Client Unit, MOJ Estates Directorate and wider MOJ to share best practice to overcome specific and generic blockers to effective FM performance.  Contract & Supplier Management Accountable for both nurturing the relationship and the management of the operational performance of the Hard and Soft FM supply chain against key performance indicators (KPIs).Accountable for service level governance and operational supplier management of all Hard and Soft FM contractors, from day to day issue resolution through to strategic quarterly reviews.Act as Chair and actively participate in supplier meetings as required.Work closely with colleagues in contract management to escalate any performance or contractual issues. Government wide InitiativesProactively support the delivery of Government Soft Landings providing the necessary input and resource from the team as required.Support the Director of FM in professionalising Facilities Management across central government and representing the estates function within the Government Property Profession as required.  Customer and Stakeholder Management Drive, represent and embed transformational change in customer perception through outstanding pro-active high quality service capability.Lead customer and stakeholder relationships and supplier performance at Managing Director level.Work in collaboration with the MOJ Estates Account Management Team to facilitate strong customer relationship management.Accountable for the management and resolution of any escalations or complaints from the customers or supply chain, including requests for additional spend, elective new works, changes to scope or specification.Liaise with the Integrator and Financial and Commercial Operations team as required to gather evidence and agree any contractual changes or remediation.Represent the MOJ Estates Directorate and actively participate at regional boards and meetings as required.  Managing People Lead and develop a team of senior property professionals to deliver both Hard and Soft facilities management services through an outsourced FM supply chain.Ensure team are fully compliant with mandatory learning and competencies, skills and behaviours are met to discharge their role.Create a platform for individuals to attain professional development and attend industry events as required.Accountable for ensuring the staff within their region achieve or exceed the SLA targets for performance.Promote high performance culture and excellent customer service in all activity ensuring team demonstrate appropriate behaviours in delivering a service to the business.  Managing Resources Accountable for the development of any cyclical or ad-hoc business planning or business case development using appropriate data to support cases as required.Accountable for the embedding, development and refresh of all operational processes required to manage the delivery of services, payments and audit regime.Accountable for the effective management of all delegated spend within agreed internal governance procedures.Accountable for ensuring appropriate internal governance procedures are embedded and implemented by the team in procuring and authorising spend to ensure appropriate value for money and contract delivery.  Essential criteria                     An experienced property and facilities management professional with in depth knowledge of asset management, maintenance, customer service and supplier management.An appropriate professional qualification or able to demonstrate equivalent experience that would facilitate admission to a relevant professional body (e.g. RICS, IET, BIFM, CIBSE etc.).Demonstrable experience of senior roles in managing property, mechanical assets, maintenance and facilities management in major corporate environments or in large and diverse estates.Able to demonstrate personal development through continued professional development in property and FM related field.Extensive knowledge of managing multi-project programmes of maintenance or capital investment and delivering significant change in an operational organisation, including experience of delivering process improvement.Excellent inter-personal, communication and presentational skills.Strong analytical skills with the ability to assimilate a wide range of data sources to inform decision making.Excellent leadership skills to inspire and motivate teams to deliver high quality results through a period of significant change.Strong persuasive influencer and negotiator who can confidently and articulately make an argument in support of a position. Desirable CriteriaExperience of providing board level oral and written briefings.Experience of working in cross-functional teams and in a matrix management structure.A strategic thinker who can see the big picture as well as the local detail with the ability to switch between each position as the requirement dictates to obtain a holistic view.Innovative mindset with the ability to see opportunities and how to exploit them to deliver best value.Strong commercial awareness and value judgement skills.   Additional Information Post holder will be required to have CTC level security clearanceAs the Estates Directorate HQ is currently based in 102 PF, London, there will be a requirement for all roles to travel to the current or any future designated HQ as and when required.Wherever possible, the location of this role will align with the successful candidates existing office location; however, the intent of the Future FM Project is to closely align with the Customers of the Shared Estates Cluster which may require either relocating to Shared Estates Cluster buildings within a geographical location or moving areas within existing buildings.Regionally based roles within the FM Operations Team will have a requirement to travel within
