Highway Licensing OfficerSalford, Greater Manchester About the role To assist with Highway licensing matters. You will be required to issue permits and licenses offer advice. To proactively facilitate licensing by meeting with business and other representatives to encourage compliance. Where there is habitual non-compliance, gather evidence and liaise with legal representatives at Salford with a view to prosecution. There may be occasions where, commensurate with experience, you will be asked to undertake other duties from time to time. This role will be based in our Depot at Swinton. However, travelling is required around the City and possibly to other Capita or client's offices. Based in Salford, our key Client is Salford City Council although we have expanded our client base to a number of other Clients and Commissions both within the North West and nationally. The turnover for the current year is forecast to be in the region of £30m across the seven individual Business Units (Profit Centres).What you will do:To meet with developers and other external and internal representatives to discuss highway licensing matters.To process applications and issue permits associated with skips scaffolds and hoardingsTo assist in the process of licences relating to projections over the highway, private apparatus in the highway including, where applicable, liaison with the Authority's legal servicesTo issue Section 50 licences relating to highway openings, access crossings (both temporary and permanent), road entrances and trial holes.To issue licences to allow Tower Cranes to project over the highway.To issue licences to permit mobile apparatus to be placed on the highway.To issue permits to allow storage cabins to be placed on the highway.To assist with the process of issuing licences relating to the placing of Tables and Chairs on the highway and display of goods on the highway.To assist with the enforcement of the Highways Act 1980 with regards to obstruction, interference and damage to the highway.To liaise with the Integrated Services Team with regard to any queries or invoice enquiriesTo liaise with Street Works team members and Traffic Officers.Provide day to day support and query resolution relating to highway licensingTo input and update information on computerised management systems for record purposesMonitor licensing income and provide financial reports when requiredAttend meetings where events on the highway are planned to provide advice on the licensing implications.Commensurate with pay and experience, to deputise as appropriate for the Engineer- Highway Licensing, when absent (e.g. holidays and sickness)Essential requirementsPunctual, presentableAbility to develop good working relationships with colleagues.Full Driving licence and use of own car for business purposes.Willingness on occasions, to work weekends/evenings to attend meetings or supervise staff (not a regular requirement but may be necessary from time to time).Desirable requirementsExperience of the use of computerised databases -e.g. Pitney Bowes CONFIRM and Microsoft Office applications.Flexibility in responding to changing demands and a willingness to be involved in service and business development as required.NRSWA supervisor card, CSCS cardEffective communications skills - ability to engage with colleagues, peers and senior staff.Knowledge of Highways Act 1980Knowledge of the New Roads and Street works Act 1991Awareness of the GMRAPS (Greater Manchester Road Activity Permit Scheme)40 hours a weekThe successful candidate will be encouraged and supported to develop their careerRemuneration is dependent on your level of experience and qualifications.What's in it for you?
