Job Title:  Programme Director – Communities. Salary:  £40-£45k Other Benefits: Contributory personal pension scheme and health insurance                              scheme. Hours of work:  The post is full time 36 ¼ hours per week and may involve                             occasional evening and weekend work on a flexible basis. Location:   Based in Blackpool, Wigan or Northwich,                    – working across Cheshire, Lancashire and Merseyside. Primary Purpose of Job:  The postholder is a member of the Trust’s senior                                             management team with responsibility for managing the                                             Trust’s Communities Directorate so as to provide an                                             effective, efficient, financially viable service capable of                                             helping partners and communities to create more                                             sustainable neighbourhoods. Responsible to:  Executive Director Responsible for: Programme Managers and a team of front line delivery staff incorporating; community development, health, youth work and environmental specialists.     Key Responsibilities: 1.      To act as the Trust’s strategic lead for all Groundwork Community based activities, this will include:a.        Developing the Trust’s understanding of the current and future partnership landscape, including the creation of new and the management of existing ‘senior level partner’ enabling relationships.b.        Positioning the Trust in areas where our skills, experience and service portfolio can be utilised to enhance and add value to the work of other partners.c.         Initiating opportunities for other Groundwork departments (Employment & Skills, Land, Sustainability Services) to develop and deliver their services. 2.      To provide leadership to the Trust’s Community Directorate, including:a.        Developing a Communities Team business plan that is relevant to the needs of our partners and the communities we serve, whilst being both deliverable and affordable.  This will include: ·         Ensuring you are aware of any relevant local, regional or national policy developments and the impact they may have on the service of your team.·         The development and management of a network of senior stakeholders and partners across all service areas.·         Leading the business planning process for the Communities Team and ensuring all staff are engaged and contribute to its production.·         The continual development of a responsive portfolio of high quality services including; community development, youth work, environment and health & wellbeing projects.·         Coordinating and securing longer term business development opportunities on behalf of your team and the Trust.·         Planning for Team and Trust changes effectively and ensuring implementation of any change is communicated and managed to a high level of professional ability. b.        Deliveringan effective, efficient, high quality Communities service.  This includes:·         Ensuring the effective delivery of the Communities Team business plan in line with the income, expenditure and margin forecasts.·         To develop and implement operating practices to ensure high quality delivery and high levels of customer satisfaction across all service areas.·         To lead, manage and develop teams comprising of community development specialists, youth workers, environmental, health & wellbeing and fundraising/business development specialists.·         To ensure adequate project and programme resources are available to deliver work within time, quality and cost parameters.·         Produce timely and accurate financial and management information relating and to ensure the effective use of the Trust’s finance and information management systems.·         Ensure the application of Trust Policies in relation to ensuring safe and productive operating working environments for all staff.·         Ensure activities are carried out in compliance with all statutory Health & Safety requirements, the Trust’s Health & Safety policy and that of our key stakeholders. 3.      To work closely with the Executive Director and other Directors as part of a mutually supportive Senior Management Team.  This includes:·         Providing visible, effective senior management leadership across all areas and locations supported by the Trust.·         Contributing to Trust wide business planning and the preparation of the Trust’s strategic plan.·         To contribute to the improvement of the Trust’s operating systems so as to continually improve quality and minimise negative environmental impacts.·         Keeping abreast of operational and developmental matters within the Trust, the Groundwork Federation and the wider third sector.·         To undertake duties as may be requested from time to time by the Executive Director in line with the general framework and seniority of this post. This is not to be viewed as an exhaustive list of duties, rather, the key elements of the expected workload of the Programme Director – Communities.  FlexibilityNotwithstanding the detail in this job description, the post holder proven relevant management experience.·      Proven experience of leading a company, team or department.   Partnership working·      Experience of developing ‘senior level’ enabling relationships
