An opportunity has arisen to appoint a policy manager / programme manager in the Planning &Integration Unit of the Commissioning Policy Group – part of the Strategy and Innovation Directorate.NHS England's Commissioning Policy Group has a wide and varied portfolio of work that covers the majority of NHS England's commissioning functions. includes some significant 'set pieces'.As part of this, the Planning &Integration Unit’s work areas include: setting NHS England policy on overseas visitor charging and reciprocal healthcare arrangements; the development and publication of the NHS Planning Framework and Guidance on behalf of NHS England; developing and implementing integrated commissioning policy in relation to the devolution and co-commissioning programmes; and developing policy and providing advice in relation to clinical procurement &competition issues. The post holder will:be responsible for delivery of a clear and agreed portfolio of work in one of the three units;work closely with colleagues across the wider group, directorate and organisation, particularly Operations &Information Directorate, Analytical Services, Strategic Finance and Legal Services, on a range of business-sensitive issues;engage and work effectively with key policy leads across NHS England, eg around priority programme areas such as Cancer and Mental Health, to address inter-dependencies and ensure alignment;nurture key relationships and maintain networks internally and externally, engaging constructively with national stakeholders and local commissioners;develop strategy and policy on a range of potentially sensitive issues, operating effectively in a flexible and demanding environment; and have ability to deal with any resulting potentially aggressive/antagonistic situations;provide and receive highly complex, sensitive and contentious information, and communicate its messages to a wide range of stakeholders in a range of settings;draft briefings, papers and documents to support development and reflect agreed policy positions, providing clear advice and information to colleagues within the organisation, across the wider system and the general public;have experience of working with and within regulations and legal frameworks, and developing proposals for their refinement;have experience of providing secretariat support to senior corporate boards and committees;use their policy development, programme and project management skills to manage the strategic development of their work portfolio, and provide additional management capacity to their Unit;welcome a role which offers development opportunities and flexibility to evolve in role, taking on new and changed responsibilities over time. Interviews will be held in Leeds, date to be confirmed.This advert closes on Sunday 15 Apr 2018 View full job description
