Building a new type of partnership with businesses to improve advice, information and experiences for young people The Department’s Single Departmental Plan can be accessed via the following link: https://www.gov.uk/government/publications/department-for-education-single-departmental-plan Standards and Testing Agency Overview: The Standards and Testing Agency (STA) is the part of the Department responsible for the development and delivery of statutory assessment for pupils up to the age of 14 and for school-based assessment policy. In addition to policy development and implementation, the STA has three main delivery functions: • developing high quality and rigorous tests and assessments in line with Ministerial policy; • delivering the assessments operationally (including printing, distribution, marking and data capture as appropriate); and • supporting schools and other stakeholders in carrying out the assessments. In addition, the Agency develops and delivers the Professional Skills Tests for prospective teachers and manages the General Qualifications logistics work. The work of the STA is regulated by Ofqual, the independent assessment regulator that reports directly to Parliament. It is managed through regular DfE governance arrangements with the exception of functions relating to setting and maintaining test standards of the statutory tests, which need to be demonstrably independent from Ministers. Further information about the Department and the Standards and Testing Agency can be found at: www.education.gov.uk The Test Operations Division: The Test Operations Division is responsible for delivering statutory tests and assessments, and is accountable for ensuring that test papers are printed to a high quality and are issued to schools in sufficient time to administer the tests; that marking processes are valid and produce reliable outcomes for pupils; and that results are returned by the deadline. The Division is also responsible for the operation of teacher assessment including moderation by local authorities. The Division investigates any alleged instances of maladministration including cheating following the administration of the tests or assessments. The division is made up of functional delivery areas: marking and data; maladministration and teacher assessment moderation; print and logistics; systems; programme management and contract and supplier management. There are approximately 45 staff in the Division and these are located mainly in London and Coventry. STA staff are also located in the DfE offices of Darlington, Manchester, Nottingham, and Sheffield. The successful candidate will be based in Coventry. Overview of the role: The Project Support Officer (Security) will play a key role in STA’s Transition to Test Operations Service programme. This is a complex programme which will deliver a new operational strategy for STA, working with a lead supplier for end-to-end operational services to deliver the key stage 1 and key stage 2 national curriculum tests and the Phonics Screening Check. This programme will enable Test Operations to plan and transition to a new operating model, working more effectively with a single delivery partner, incentivising innovation and allowing STA to focus on ensuring quality. The Project Support Officer (Security) will be responsible for providing support to the STA’s Security Advisor and/or retained Computer Crime and Intellectual Property Section (CCIPS)/CLAS information assurance and security consultant, on developing and maintaining the Test Operations Services programme cyber/information assurance and related programme security vision and strategy, and ensuring that Test Operations Services business information assets are adequately protected from potential and known cyber threat. The role involves aspects of programme cyber/information security strategy, assurance and operations including regulatory compliance, administrative and management functions, risk management as well as (working with supplier/agreed third parties) on physical and technical security of IT infrastructure and information systems applications. The Project Support Officer (Security) will report to the STA Security Adviser within the Programme Management team. Key responsibilities: Security strategy/policy - working with STA Security Adviser/retained CCISP/CLAS consultant (and the supplier’s designated Security Officer) to: • Act as the first point of contact on, and contribute to the development and agreement of, the operational Test Operations Services cyber/information security strategy. • Support in developing the business case for any further investment to improve Test Operations Services IT security controls. • Support Test Operations Services cyber/information security risk management, ensuring that risks are fully documented. • Review and document programme cyber/information security governance arrangements. • Support in ensuring programme compliance with HM Government Security Policy Framework and DfE security assurance requirements. Security assurance - working with STA Security Adviser/retained CCISP/CLAS consultant to: • Help undertake information security assurance on Test Operations Services projects. • Support relationship management with stakeholders, such as users, project managers, IT service providers, STA Information Asset Owners, supplier Security Manager, Test Operations Services systems development teams and procurement staff, to gain compliance with Test Operations Services security policy. • Support in advising stakeholders and component Test Operations Services projects on compliance with STA /wider HM Government security policy and controls. • Help ensure that Test Operations Services information security policy and risk profile are updated as IT/information security threats evolve. • Promote a security aware culture across the Test Operations Services programme and its component projects. Programme security operations - working with STA Security Adviser/retained CCISP/CLAS consultant: • Security incident management. o Support the establishment and review of Test Operations Services programme security incident processes. o Support the Test Operations Services information/cyber security incident manager. o Document lessons learned from security incidents, so that these can be factored into Test Operations Services security policies and processes. • Security risk management: o Maintain the component project and overarching programme risk log. o Programme the departmental security assurance residual risk register(s). o Provide routine/ad hoc security reports to the Test Operations Services Programme Board/Senior Responsible Officer, STA Senior Management Team and/or STA Risk and Security Committee. • Coordinate and provide support for security audit / departmental assurance activity for Test Operations Services programme and component projects. • Maintain the Transition to Test Operations Services Programme’s relationship with central STA security leads and initiatives.
