Every year our systems process millions of visa applications, border crossings, and passport applications.  About the team The Home Office Biometrics (HOB) programme is a dynamic and exciting environment. It is enabling change which has a real impact on maintaining secure UK borders, reducing crime and preventing the threat of terrorism. The programme provides biometric capability for law enforcement, border security and for UK passports (HMPO) across three biometric modes (fingerprints, DNA and facial matching). It is responsible for critical national systems which between them receive around 4 million enrolments of fingerprints each year for a range of purposes, including from the identification of criminals to processing visa applications for people around the world wanting to come to the UK. DNA is another key area and the national database holds around 6m profiles/processes over 600,000 profiles per annum so enabling a significant number of matches to crimes annually. While recent HOB innovations around facial matching technology will deliver more effective passport fraud detection and deterrence, HOB is working towards the provision of a strategic facial matching solution for use by multiple agencies. In the near future, the programme will have completed the first release of the Biometric Services Gateway – so providing a common ‘front door’ to biometric systems and allowing proportionate cross-searching of biometric holdings to improve identification. The biometrics field is evolving rapidly and is critically important to the ongoing security and safety of the UK. As such, the programme is maximising the potential of technology while protecting personal data. Ultimately, the Programme is working towards the creation of a unified biometrics service. This will harness the joint capability of biometric modes to meet the vision of protecting borders and communities, facilitating access to services, and supporting UK economic growth through a single, integrated, real time biometric service that is effective, adaptable, efficient, proportionate and lawful. The key stakeholders for business engagement and biometrics services are Home Office, Police and other law enforcement organisations, as well as trusted overseas partners. ? Role Overview Typically Project Managers will lead small to medium sized technology projects or workstreams which may form part of a larger programme or project, within the Home Office Biometrics (HOB) Programme. You will ensure they are delivered within agreed requirements and implemented according to appropriate methodologies. You will lead multi-disciplinary teams, ensuring effective collaboration between civil servants, contractors and delivery partner resources. In addition to leading the projects you will also be expected to contribute to the overall development and management of the programme by supporting or leading on HOB-wide initiatives, such as developing/delivering informal training, new staff induction and staff events. As a technical project manager, you will have a good grasp of the technologies underlying modern high-volume transaction systems. You will have an understanding and some experience of complex IT projects, for example, you will know what to consider when evaluating whether to ‘buy’ or ‘build’ specific solutions and why these best deliver the intended business outcomes. You will have experience of working with a number of different development methodologies, management methodologies and frameworks including agile and waterfall, and you will be able to demonstrate you can apply them proportionately and effectively. Using your experience and your understanding of advances in technology, you will support high quality decision making based on facts. Most importantly, you will have a solid record of delivering IT and business transformation, particularly in software, systems and service integration projects through design, build, test and integration and ideally within a complex commercial and stakeholder environment. •             Manage small to medium projects and/or workstreams within the Home Office Biometrics Programme. These may be part of a larger programme or project. •             Manage effective and appropriate project / workstream governance arrangements •             Own the production of key project management products for the project or workstream •             Identify and manage dependencies and interdependencies •             Work closely with the Business Design Authority team in producing high quality business requirements and translating requirements into deliverable plans •             Support the production and management of project and workstream budgets and resourcing plans within project and programme levels and tolerances •             Support or lead, as required, the development of the commercial approach and plan and supplier engagement for the project or workstream in line with the overarching HOB commercial strategy, liaising with the programme commercial team and, if required, supporting or leading the procurement process. •             Ensure the project or workstream focuses on the realisation of business benefits by creating business readiness plans, taking into consideration technology deployment, data migration, capability deployment (training and engagement activities) and any business activities required to integrate new processes or jobs into the ‘business as usual’ environment •             Lead stakeholder engagement with internal HO stakeholders, typically below Director level •             Contribute to the programme by supporting or leading on HOB-wide initiatives, such as developing/delivering informal training and development, recruitment campaigns, new staff induction, staff events  Essential Criteria •             Strong academic background with a bachelor’s degree (2:1 or above) •             Equivalent experience in delivering in a similar role or industry •             Strong analytical and numerical skills •             Good communication and negotiation skills •             Articulate, both verbally and in writing •             Objective, logical and enquiring mind •             Team player •             Demonstrable resilience under pressure  For further information and details of how to apply please visit the Civil Service Website View full job description
