An opportunity has arisen to appoint a Senior Incentives Lead in the Contracting and Incentives Unit of the Commissioning Policy Group – part of the Strategy and Innovation Directorate. NHS England's Commissioning Policy Group has a wide and varied portfolio of work that covers the majority of NHS England's commissioning functions. includes some significant 'set pieces'. As part of this, the Contracting and Incentives Unit have responsibility for:leading the development of the NHS Standard Contract, which underpins delivery of the NHS Planning Round, along with the associated documentation and eContract system;leading development of new forms of commissioning contracts for the New Models of Care, as set out in the Five Year Forward View, along with innovative approaches, such as alliancing;designing national incentive schemes to meet the delivery priorities of the NHS, including Commissioning for Quality and Innovation (CQUIN) that accounts for about £1.8bn of NHS funding, and the Quality Premium scheme for CCGs;leading the design of new incentive schemes for the Multispecialty Community Providers (MCPs) and Primary and Acute Care Systems (PACS);Leading the development of' ‘Who Pays?’ guidance for commissioners; andSupporting commissioners and providers in implementing and using the above materials. The post holder will:lead delivery of a clear and agreed portfolio of work in one of the three units;work collaboratively with peers and senior colleagues across the wider group, directorate and organisation, particularly Operations &Information Directorate, Analytical Services, Strategic Finance and Legal Services;develop and hone effective and supportive strategic relationships with senior stakeholders across NHS England and externally, influencing and negotiating with key people to achieve results;engage effectively and professionally with key external partner organisations, such as NHS Clinical Commissioners, CCGs, NHS Improvement, Department of Health and the Local Government Association as well as the wider NHS;demonstrate established leadership skills in project management and developing complex policy positions, so that they can drive the strategic development of their policy work programme;have good organisational skills and attention to detail with the ability to conduct and manage several different projects at once, working with others and independently to tight deadlines;be a strong team player with the ability to supervising and direct other members of the team, working flexibly and adaptably in line with changing priorities and/or demands;utilise their strong interpersonal skills, including negotiation, conflict management and partnership working, to handle contentious and sensitive policy issues;display good judgement in complex situations, demonstrating strong intellectual grounding with appreciation for contextual factors and an ability to think creatively and respond appropriately;demonstrate excellent writing and briefing skills in drafting papers and documents to support development and reflect agreed policy positions, providing clear advice and information on complex issues to colleagues within the organisation, across the wider system and the general public;have experience of working with and within regulations and legal frameworks, and leading development of proposals for their refinement  Interviews will be held in Leeds on Monday 30 April This advert closes on Monday 9 Apr 2018 View full job description
