Researchers in Defra help ensure these decisions are based on the best available evidence. We are rapidly expanding the social research community in the Defra group, which reflects how important Defra sees social science in addressing current challenges. We are increasing our focus on behaviour change and policy evaluation meaning social researchers across the department are delivering excellent and innovative social research which has a real impact on policy. We work in interdisciplinary teams and across a wide range of vital issues. Senior Research Officer Central Social Research Team Senior Research Officer – Strategic Behaviour Insights - Fixed-Term Appointment Working in this team you might: • design trials testing behavioural interventions to improve policy delivery; • analyse and translate evidence on people, communities and organisations to influence the development of policy options; • find ways to embed behavioural understanding in policy work and corporate delivery; or • advise on evidence-gathering methods that will provide policy teams with swift, robust, and meaningful feedback. Senior Research Officer - Strategic Policy Evaluation and Social Research - Fixed-Term Appointment You will have the opportunity to work on projects across the Defra group’s portfolio and key responsibilities will include: • supporting Defra’s evaluation community and building evaluation capacity in the department; • providing guidance on innovative evaluation methods to support complex evaluations; • identifying what interventions work best in areas of Defra interest and translating this for policy and implementation officials; and • developing the Defra group’s relationship with external evaluation experts such as the Trial Advice Panel and Centre for Evaluating Complexity Across the Nexus (CECAN). Cross-Cutting Analysis Team Senior Research Officer – Cross-Cutting Analysis - Fixed-Term Appointment As an analyst within the Cross-Cutting team, you will: • identify, analyse and interpret quantitative and qualitative evidence to ensure the Defra group’s planning and delivery of cross-cutting projects, including EU Exit related issues, are evidenced effectively; • deliver insightful analysis and tools for customers on projects that include resource prioritisation, scenario analysis, cumulative impacts, distribution and social impacts, and devolved impacts; • build and leverage relationships to identify and fill gaps in the Defra group’s capability, evidence or policy; • champion analysis and evidence to drive innovation and improve outcomes for the Strategy Directorate and the wider Defra group and contribute to the delivery of Defra’s strategic objectives; • articulate effective policy recommendations and demonstrate how these contribute to the delivery of Defra’s strategic objectives; and • support the management and organisation of cross-profession working groups and boards that oversee our analysis. Embedded posts Senior Research Officer – Future Farming - Fixed-Term Appointment You will be responsible for providing social research input into a number of work packages which will underpin the development of future agricultural support, as a successor to the EU’s Common Agricultural Policy. One post will include responsibility for elements of the farmer engagement programme, using qualitative skills to listen to views of the farming community and harness them for policy design. The other post will include responsibility for designing and undertaking evaluations, including pilots, and ensuring we have the mechanisms in place to test policy design and measure impacts. For both roles there will be a mix of in-house analysis using existing evidence and survey data as well as commissioning new research, monitoring and surveys, which cover issues such as behavioral approaches in order to influence change and public attitudes. Senior Research Officer - Food Chain - Permanent Post The social research team engage in key projects such as: • consumer purchasing behaviours and preferences regarding the various attributes of food products including labelling, provenance and public perceptions of trade; • different models of national support and branding in the agri-food sectors; • the relative merits of policy measures to tackle obesity (led by Department for Health); and • how best to support businesses to become more competitive. Senior Research Officer - Natural Environment - Permanent Post You will have responsibility for specific projects in the following areas: • understanding people’s engagement with the natural environment and the benefits they receive from it; • developing evidence and insight to influence behaviours, including through effective communications; • reviewing and synthesising external evidence; • designing, commissioning and managing external research projects as part of the Natural Environment and Rural Research Programme; • undertaking in-house research and analysis; and • designing and delivering effective evaluations. Senior Research Officer - Marine and Fisheries - Fixed-Term Appointment As the first social researcher in the policy area, you will join a wider analytical team to develop and implement a strategy for social research to support the fast-paced and extensive policy development required for marine and fisheries management. This will include consideration and development of evidence around fishermen’s behaviours and attitudes and therefore to engage and encourage change. Public perceptions of the marine environment, fishing, and their use of the seas for well-being, tourism and living will be key aspects of the evidence to develop. You will need to undertake in house analysis as well as commission external projects to quickly develop a robust social science evidence base that complements and enhances the multi-disciplinary research programme. Research Officer Research Officer – Future Farming - Fixed-Term Appointment We are looking to fill three Research Officer posts in Defra’s Future Farming Evidence team. You will support work across the farming programme, principally providing social research advice in support of the Government’s approach to future agricultural policy as a result of the UK leaving the European Union. These are policy-focused posts within a team that also includes economists, statisticians and natural scientists and will enable social science input to inform a range of policy activities at this critical time for policy development. There will be plenty of scope for working in flexible analytical teams and directly with policy meaning this role is ideal for anyone looking to develop their research skills and influence policy. You will have the opportunity to help shape key policy decisions over the next two years which will enable and ensure a smooth transition for the UK as we leave the EU, as well as delivering ambitious public benefit outcomes in the future. There is also an exciting opportunity to work ‘in the field’ through a range of customer-focused engagement events, primarily with farmers. You will be responsible for providing social research input into a number of work packages which will underpin the development of future agricultural support, as a successor to the EU’s Common Agricultural Policy.
