ESMCP is a cross departmental, multi-agency programme based within the Home Office. Its central purpose is to deliver the Emergency Services Network (ESN), which will provide critical mobile voice and data communications services to the police, fire and ambulance services (and other public safety bodies) from 2018 onwards. ESMCP is one of the UK Government’s largest programmes, and attracts significant attention both within the UK and from other countries. It represents a radical shift from previous critical communications systems, by planning to share most of the radio network with consumer traffic (with appropriate technical and operational measures to protect the priority of critical voice and data services). Motorola and EE are contracted to deliver core parts of the ESN, and a variety of internal and external projects are delivering other components (for example user devices, an air-to-ground network and coverage in the London Underground). Primary Purpose Working as part of a mixed team of civil servants and specialist consultants, the G7 Solution Architects will act as lead on the technical aspects of a part of the ESN system relevant to their skill-set. These positions offer opportunities to • Play a key role in the delivery of a complex, world-leading system based on a novel technological approach. • Work with a range of emergency services users to deliver technology that supports and enhances their work in keeping the public safe. • Apply technical skills to a variety of challenging problems across a programme of multiple interconnected projects. • To develop new technical skills and learn from industry experts The roles are likely to include some or all of the following responsibilities, depending on skills, experience and the area of the Programme to which you are allocated: • Developing procurement-ready technical requirements from user requirements • Providing technical inputs to the procurement process, including supplier engagement and bid evaluation • Working with suppliers to resolve technical issues, including those arising during test, integration and trials. • Working with users to ensure that the solution delivered meets their needs. • Review of supplier design documentation, challenging suppliers where products fall below the expected standard and arbitrating on cross supplier issues. • Management of technical aspects of change, assessing the merits and impact of change requests and making recommendations to the change steering group. • Provide technical leadership for a particular technology area, e.g. LTE devices and operating systems, control rooms, IP networking, enterprise mobility, network security. The specific technical responsibilities of the role will be determined based on the successful candidate’s skill set and previous experience. The requirements of these positions will be varied and the post holders must be flexible and prepared to take on a variety of responsibilities as the programme develops. The posts do not have direct line management responsibilities, but do carry significant responsibility for managing technical work delivered by suppliers (including a Delivery Partner providing technical consultancy services), as well as maintaining relationships with a complex set of internal and external stakeholders. Accountabilities The post holders will have responsibility for the following: • Ensuring that the ESN system architecture fits within the wider technical and business architecture and related business and technical strategies, standards and policies it is designed to support • Managing technical risks and issues, ensuring that they are communicated at an appropriate level and brought to a conclusion within an acceptable timeframe. • Providing clear, high quality and timely technical advice to project teams and a wide range of technical and non-technical stakeholders • Working with and influencing suppliers to ensure that their solutions fit into the overall ESN architecture and supporting commercial colleagues with supplier management and technical negotiations Person Specification We are looking for people with strong interpersonal skills who enjoy solving complex technical problems in a fast paced environment. As Civil Servants we need to be able to explain complex technical issues to non-technical people in a clear and succinct way so good written and verbal communications skills are important. Qualifications & Experience Essential: • Experience of working in one of the following areas: Technical architecture; Security architecture; or Systems Engineering role in the delivery of a complex ICT or telecommunications programme or project. • Experience of analysing and solving complex technical problems Desirable: • A degree or Masters degree in an appropriate technical discipline. • Technical experience in the field of mobile communications technology • Understanding of formal project management techniques • An understanding of information security principles and their application in security architectures • An understanding of cyber security in a telecoms/mobile context • Experience in optimising performance of complex ICT or telecommunications systems. • Experience of telecommunications standards; whether through implementation of standards, or working with Standards Groups such as 3GPP or ETSI. • Experience of working with industry to identify future technology solutions that meet the user need. • Experience of providing technical leadership within complex technology projects, with accountability to multiple contributors and stakeholders. Competencies We'll assess you against these competencies during the selection process: • Making effective decisions • Collaborating and partnering • Seeing the big picture • Delivering at pace Plus one of: • SFIA - Strategy and architecture - Technical strategy and planning - Solution architecture ARCH - Level 5 • SFIA – Information Assurance INAS – Level 5 For further information and details of how to apply please visit the Civil Service Website View full job description
