The successful applicant will be expected to work at least 3 full working days per week in the Birmingham Office. Travel expenses to Birmingham for a successful candidate who opts to base themselves out of another Insolvency Service location will be covered. The Insolvency Service is an Executive Agency of The Department for Business Energy and Industrial Strategy (BEIS). The service provides a range of important public services and enforcement activities associated with and arising from personal and corporate insolvency and corporate misconduct. Reporting to the Head of Enterprise Architecture, the role of Solutions Architect offers an exciting opportunity for an established IT professional to make their mark in an Agency that is going through a determined process of transformation and is embracing the Government Digital agenda. You will be operating at a senior level within the I&T team, leading technical teams in developing technology enabled business solutions with innovation and customer experience at the heart of design principles. We are seeking strong individuals with energy, enthusiasm and experience who will relish the opportunity and thrive in a challenging environment. Key Responsibilities: • Developing services and their solution architectures to meet business challenges by working closely with internal and external suppliers to achieve optimal outcomes. • Acting as design authority during project engagements and facilitation of workshops with key stakeholders to develop a common understanding of the challenge domain. • Lead the presentation of candidate solutions to stakeholders and governance boards as necessary. • Objectively assess candidate solutions and ensure optimal recommendations in line with enterprise goals and architectural principles. • Lead solution development with agile project teams providing constructive challenge throughout the lifecycle. • Managing stakeholder expectations and communication of constraints where necessary. • Operation at all levels within the organisation under minimal supervision whilst appropriately representing the architecture team, IT directorate and the wider Service. • Develop a thorough understanding of UK Government Strategic IT and apply where necessary. • Actively participate in continuous improvement to processes and services, sharing best practice and mentoring junior members of the team. • Support the Head of Enterprise Architecture as required and other tasks commensurate with the post. Person Specification: • IT specialist with complementary business skills and commercial acumen. • Ability to understand business problems and define effective service and technical solutions. • Knowledge of industry recognised service management frameworks (in particular ITIL). • Understanding of Agile methodologies (RUP, TDD, SCRUM, Kanban, etc.) • Provides design leadership, can identify technical and project risks and design mitigating solutions. • A proven innovator with strong analytical and technical skills and a track record of successful implementation. • Sees the bigger picture, takes a strategic view and plans ahead. Experience: • Worked in different types of organisations with experience in a commercial environment highly desirable. • Developing, documenting, communicating and implementing solutions in a substantive multi-site business with a professional IT services environment. • Developing and maintaining IT policies, standards and principles. • Organising and developing prototypes and proof of concepts. • Enhancing existing and delivering new solutions within complex, challenging IT environments using modern technologies, in particular digital platforms to deliver a high quality service and user experience. • Developing and communicating solutions and implementation options to meet business needs in accordance with IT Strategy and Architecture principles of technological standardisation and processes simplification. • Working within a professional programme/project management environment in conjunction with Business Analysts. • Challenging, yet working collaboratively with suppliers, government partners and end-users at all levels. Technical Knowledge & Background: • A sound background in industry standards, recognised methodologies and architecture and design patterns. • Knowledge of cyber security principles and concepts. • Understanding of functional and non-functional design principles. Candidates should have key technical strengths based in at least one of the below areas (minimal 70:30 split): Software Development, Data & Integration • Software development using Agile/Iterative product development, in particular determination of vision, objectives, goals and success criteria throughout the full SDLC. • Experience of systems integration, micro services, data structures and data and application migration. • Knowledge of data modeling concepts and transformations. Infrastructure, Networks & Cloud • Knowledge and experience of cloud based infrastructure and software solutions (SaaS, PaaS, IaaS etc.). • A history of designing infrastructure services including, End User Devices and management, networks, VOIP collaboration, data centre deployments and migrations etc. • Holds a practical understanding of information security and security solutions.  For further information and details of how to apply please visit the Civil Service Website reference number View full job description
